Here is some more information considering about synthetic telepathy and targeted individuals:

28 February to 1 March, the Presidential Commission on Bioethics discusses non-consensual experiments on human beings in the past, and is confronted with today’s experiments on human beings. Targeted individuals talk about their reality and what their life has become and looks like because of the experimentation done on them. Twenty stories are shared, 20 targeted individuals talk.
